29 Form

The RC, or Registration Certification book
It shows that the car is correctly registered at the Regional Transport Office with the authorities. It also reveals the bike's ownership chain. The PUC or the ‘Pollution Under Control’ certification
It is an authorization that the bike that you are purchasing has passed the Pollution Test. Therefore, it does not contribute heavily to carbon footprint or degradation of the environment. This certificate has an expiry date so keep an eye on that and remember to periodically have the bike tested when the certificate expires.

The NOC or No Objection Certificate
If the bike was taken on a loan, the loan needs to be repaid and a NOC needs to be obtained before selling the bike. Thus, Form 35 along with a NOC from the bank needs to be provided so that there is no outstanding loan on the bike at the time of sale. Once Form 35 is submitted at the RTO, the “hypothecation” on the bike would be removed.
Form 29 and Form 30
Two copies of Form 29 and one copy of Form 30 need to be registered with the RTO for registering the change of ownership. The seller as well as the buyer needs to sign the documents.
These are the documents required for second hand bike purchase to be provided by the seller. The buyer needs to provide his KYC documents such as photo identity proof and residential address proof. A passport, Aadhar Card and Driving License can suffice for both.
The Aadhaar card works best as they serve as proof of identity as well as an address proof. However, if the listed address on the Aadhaar card does not match the buyer’s residential address, then he/she must provide proof for his/her current residential address as well.
